Regulation Changes for Open Comps in 2013

Regulation Changes for Open Competitions in 2013

N.B. This document summarises the main thrust of any amendments/new regulations. It is to provide a pointer to them but should not in any way be seen as a substitute for reading and understanding the actual regulation.

Regulation – General Playing Regulations – New Regulation 10 concerning the refixing of no result (weather ruined ) fixtures in Divisions 1-4.

In 2012 these fixtures were not refixed. Thus teams in a league division could end up playing different numbers of matches and positions were determined on a percentage basis. Now all such matches are to be refixed immediately and normally as T20 evening midweek games. The regulation provides that the refix must be played  within two weeks with a default date if agreement on a date is not reached. A longer period is allowed if the match involves a team from outside the greater Dublin area. Also in these cases the match may be longer than a T20 and may be played with certain conditions on a weekend date.

Thus in the vast bulk of cases each team will play all matches.  League positions will be determined on points aggregate. If the refix also becomes a no result match each side will receive 8 points.

Regulation – General Playing Regulations 3.4 and 6.1 – Starring Lists

There is no change to the system of starring but the wording of the relevant regulations has been amended to emphasise certain points. It is the clubs responsibility to ensure when compiling a list that only players available on a regular basis are included. Once this is done, there should be no reason to have to make wholesale changes during a starring period. Where such a change is required, it is the clubs responsibility to do it promptly without instruction from OCC. The OCC will of course be monitoring clubs compliance with the regulations and where this is felt to be unsatisfactory, sanctions can be imposed.

Competition Regulations – All Divisions – Bonus Points – reg 21.8

It has been pointed out that the bonus points system used in 2012 was not entirely fair. It relates to the margin of victory. Where a game has overs reduced due to weather (or in the new T20 refixes in Divs 1-4) it is unlikely that the margin will be such as to allow teams to achieve the higher bonus points figures. Accordingly revised tables have been prepared which will apply in such matches.

Competition Regulations

Divisions 1-4

Powerplays – The current ODI regulations have been adopted. Thus there are now only two sets of Powerplay Overs – the “discretionary” or “bowling” Powerplay has been dropped. Consequential changes in provisions for interrupted innings and fielding restrictions arise.

Division 2 – Dublin University 1st XI

Since this division will now be decided on aggregate points (see  the refix regulation outlined above) matches involving Dublin University 1st XI will carry double points for both teams.

Division 9 – Dublin University 2nd XI

Because of concern at the large league division gap between  their 1st and 2nd XI, it has been decided to drop the special points system for this team which was intended to compensate for them only making one fixture against each team. They will now operate on the same points basis as other teams.

Divisions 1-4, Senior Cup, Senior 2 Cup, Alan Murray Cup, Tillain Cup.

Reg 42 Fair and Unfair Play

(i)   As in ODI regs, two shortpitched balls per over are permitted.

( ii) A new regulation on “Switch Hits” has been introduced.

Senior 2 Cup

This is now a forty over a side competition with consequential changes in e.g. permitted time allocation, limitations on bowlers etc..

Alan Murray Cup

The format of this has been changed to two league sections (Northern and Southern). In a section each club plays the others once with points for Wins, Ties and No results. Places will be determined on aggregate points with the winners and runners-up from each section qualifying for the finals day.

Tillain Cup

We will be experimenting with the use of pink balls in this competition.
